It may be a jargon phrase, so I may be totally offbase, but I would think that it is the opposite of static touch. Obviously. But a static touch would be say a trap of the ball and then the ball dies. As opposed to dynamic touch whereby the player uses his/her first touch to change direction with the ball, move to space.
