Default no confidence and little skill - help!

I'm coaching an AYSO U8 boys team. One of my players is intimidated by pressure and will not even try to approach the ball in scrimmages and matches. When we're playing low-pressure games or where everybody's got a ball on their feet he's not all that bad, although his skills are clearly in the lower end for his age group. I've tried to encourage him to move up front and try to shoot at goal, but he practically freezes when he gets the ball, even without any real pressure.

How do I help this boy gain some confidence? He can't really start playing until he's got some confidence in handling the ball, so how do I start him out?

Any hints & help much appreciated!

Get him to practice in 1v1 scenarios so that he is confident in making contact with someone else. Let him play in unpressurised situations in training where it does not metter and is a fun environment. Do you know why he is so nervous? Is he worried about letting you or his parents down or is he just timid?
